Council approves Greenslope/Daughtry improvements and BRW bid for Fort King/Island; staff outlines drainage fixes

Councilmember Smith pulled item 1.3 to ask detailed questions about the Greenslope and Daughtry Road project, pressing staff on vehicle stacking and recurring pond flooding at Greenslope. Smith noted an initial measurement showing stacking lanes of about 160 feet (roughly eight cars) and asked whether the pond’s backflow would be resolved.

Planning/presenting staff and engineer Nick Provencio (Kimley‑Horn) said the design includes a stormwater pond on the east side of Greenslope and an automated valve/pump so staff will not have to manually crank the valve during high‑water events. “As part of our improvements, we are automating that system where it won’t require Rob and his team to go out there and hand… crank that valve,” Provencio said. Provencio and others also said the turn lane lengthening was designed to fit existing right‑of‑way constraints and estimated the lane was lengthened a little over 200 feet, allowing roughly a dozen cars to stack.

Councilmembers also raised procurement concerns after noting BRW was the lowest bidder. Smith said BRW “was by far the lowest bidder, which scares me a little bit,” while staff replied that BRW has performed several satisfactory city projects in the past and that Pasco County inspections and re‑inspections were part of reopening the county portion of a related road. After discussion, council approved awarding the Greenslope/Daughtry contract (item 1.3) and separately approved item 1.4 awarding BRW the Fort King/Island hot‑spot work by voice vote; staff said, if approved, a preconstruction meeting would set a construction schedule and an award would be finalized in the coming weeks.
