Regional rail authority approves memorandum of understanding with City of Carver on levee project

The regional rail authority voted on April 7 to approve a memorandum of understanding (MOU) with the City of Carver for a levee project that will cross or abut the Minnesota River Bluffs Regional Trail. Sam Pertz presented exhibits showing the proposed easement and said plans are roughly 60% complete.
Pertz told the authority the project is planned to start in the fall and estimated construction through about the end of 2029; he said no construction funding is being requested of the county or the regional rail authority for this levee. He explained the MOU would help convert the city's levee authority and levy responsibilities to a joint powers arrangement under the regional rail authority in the long term, and noted potential trail impacts and staging were still being refined.
Commissioners asked clarifying questions about easements, trail access during construction and floodplain standards; Pertz said staging, detour options for pedestrians and coordination with the Corps of Engineers and FEMA remain in progress. The board moved and approved the MOU by voice vote.
