Council defers planning-and-development item while engineers run drainage models

Council members clarified that approvals for disturbance permits and building permits remain contingent on passing any required ODA (off-site development agreement). Council asked staff to circulate the drainage memo to all council members so they could make an informed decision at the next hearing.
The motion to defer was moved by a council member and seconded; there were no recorded objections to the procedural deferral on the floor.
