Staff described compensating features offered by the applicant — removal of a canopy that impeded transit access, construction of a bus shelter, a heavy‑duty concrete patch at the bus stop, and improved striping/signage — and reviewed parking analysis drawn from comparable stores showing lower peak occupancy rates. As staff summarized, the transit‑focused compensating measures are intended to increase transit usage and reduce parking demand. Christina Bauer of Boller Engineering told commissioners the expansion primarily supports internal operations for online order fulfilment and that approximately 20 existing pickup stalls would be reconfigured with an additional ~10 dedicated pickup spaces.
Commissioners asked technical questions about circulation at a nearby intersection and local parking studies; the traffic consultant (Joe Coladaro) confirmed the proposed circulation and noted prior site work from 2013–2014 established the current alignment. The commission approved the parking modification and the final site plan with one condition to update the APFO note to reflect county sewer approval.
