Commission approves Kellerton elevations and a window ratio modification

The Frederick City Planning Commission approved staff‑recommended architectural elevations and a modification to Section 604B to allow select 1:1 ratio square windows on secondary elevations for the Kellerton planned neighborhood. The votes on both the modification and the elevations were unanimous (5–0).
Staff told the commission the 1:1 window ratio applies to secondary, non‑primary windows and that other elevations in the city have previously received similar approvals; “Staff finds the request is in keeping with the character of the overall design of the project,” staff said. Edward Mangold of Keystone Custom Homes, the applicant, said the Normandy elevation and other additions are intended to respond to buyer demand for features such as first‑floor owner suites and to reinforce the English‑cottage character of the community.
Commissioners noted that window‑ratio requests recur and encouraged staff to evaluate an efficient review path with the council liaison to reduce repetitive hearings. Both actions were approved per staff findings. The approvals allow Keystone to proceed with the revised elevation package subject to standard plan submittal requirements.
