Cass County Board elects 2026 leaders, adopts meeting rules for the year
Summary
At its Jan. 6 meeting the Cass County Board unanimously elected Scott Bruns vice chair and Bob Kangas chair for 2026 and adopted the County Board Rules of Business for 2026 (Resolution 01-26), which set meeting times, agenda procedures and citizen comment rules.
The Cass County Board of Commissioners on Jan. 6 elected its 2026 officers and adopted its annual Rules of Business.
Chair Rick Haaland asked Administrator Josh Stevenson to conduct the officer elections; Haaland moved to "cast a unanimous ballot for Commissioner Bruns" as vice chair, and the motion carried. In the subsequent chair election, commissioners nominated Bob Kangas and "cast a unanimous ballot for Commissioner Kangas," elevating him to the chair position for 2026. The Board then approved the meeting agenda and the consent agenda by unanimous votes.
Administrator Stevenson presented the proposed 2026 County Board Meeting Rules of Business and noted the only change from 2025 was the year. Commissioner Neal Gaalswyk offered Resolution No. 01-26 to adopt the rules, which cover meeting times and locations, quorum and voting procedures, agenda deadlines, citizen comment (three minutes per speaker for items not on the agenda), ordinance public hearing timelines, committee procedures and the use of Robert's Rules of Order when applicable. The resolution was adopted unanimously.
The rules also set summer meeting schedules to occur at rotating district locations beginning at 6:00 p.m. (May–September), require agendas and meeting packets be released in advance, and establish limits for board appointments. The Board confirmed the 2026 meeting calendar and adjourned after routine business.
