Carver County approves Bibliotheca contract to expand "extended access" at Norwood Young America library

Jody, a library staff member presenting the plan, told the board the model has produced steady usage at the Victoria pilot site: "As of the beginning of March, we had 166 patrons currently signed up and 127 who have completed the full orientation process; we've had 1,125 logins since September," she said. Jody said the system uses PIN access and security cameras and that the county has had "no incidents related to safety or security at Victoria." The staff presentation said the county aims to launch extended access at Norwood Young America on June 1 and roll the service out across six main branches over the next several years.
Commissioners pressed staff on safety, senior access and funding. Commissioner Ruderman highlighted the Charles Dahlke fund that helped seed the pilot and noted that the county plans to use MELSA/regional library funds for the Norwood Young America rollout. "If we had six libraries each gaining about 3,000 incremental library hours per year, that's 18,000 incremental service hours," Ruderman said, urging a cautious but optimistic approach. Commissioners also discussed two entry points for Norwood Young America — a public parking side and a secured keypad entrance for adjacent senior housing — and said city partners have endorsed the plan.
The motion to approve the contract was made by Uterman and seconded by Anderson. After a roll‑call vote the board approved the contract; staff said a second approval will follow next month for final security‑equipment quotes. The board's packet notes the county will continue staffed hours alongside extended access and that the project will be monitored for usage and safety metrics.
The next steps: staff will finalize security quotes and return with a second authorization; the library aims for a June 1 launch at Norwood Young America and a staged rollout to the remaining branches through 2028.
