Dustin Pigeon of Club Studio described the concept as a two‑story, studio‑led fitness center with both full‑gym equipment and boutique studios, and said the tenant mix and darkened interior programming require limited ground‑floor glazing. Staff and several commissioners expressed concern about approving a reduced transparency modification for a configuration that produces large expanses of blank wall. Planning staff said their standard requires 50% multi‑light window transparency facing rights‑of‑way and noted the applicant currently proposes about 19%. Commissioner Roby and others asked the applicant to provide design options (brick or fenestration) that would allow future retail reuse if the fitness tenant vacates.
