County Administrator Richard Douglas told the Personnel Committee it would be prudent to commission a contractor or consultant to perform a comprehensive review and "reset" of the Personnel Policy & Procedures Manual, covering job descriptions, pay and classification/qualification plans. Committee members discussed specific edits, including amending Section 5.6 to state that a conditional employment offer may be made contingent upon a successful background check and correcting a reference from Henrico to Sussex County.
The committee also briefly considered whether a Board member should serve on interview panels. No formal vote to retain a contractor was recorded; the discussion focused on scope and necessary legal updates. The committee scheduled follow-up work (a policy amendment workshop) to draft specific language and next steps for the manual revision.
