Huachuca City joins Cochise County in pooling opioid settlement funds under new IGA

The Huachuca City Council voted March 12 to approve Resolution 2026‑01, authorizing an intergovernmental agreement (IGA) with Cochise County to pool and manage opioid-settlement funds.
Town Manager Suzanne Harvey reminded the Council that the town previously agreed to pool its allocation because the town’s individual share is small and the county’s pooled approach offers administrative capacity. Harvey said Cochise County has about $3,000,000 in pooled funds so far and that Huachuca City’s cumulative share is roughly $28,000. The IGA establishes an advisory board on which the town will have a seat so local priorities can be represented in program selection. The Council approved the resolution unanimously.
Harvey said she hopes the county-level process will expedite project selection and funding for programs to mitigate the opioid crisis; specific projects and programmatic uses will be determined through the advisory process set out by the IGA.
