Town Attorney Thomas Benavidez introduced the ordinance during the second reading and Mayor Johann R. Wallace moved for adoption. The motion was seconded and the Council adopted the ordinance; the transcript records the motion and that it passed unanimously. The record shows six voting members were present and one member absent (Geovona Thompson).
