Commission discusses indoor centers, rail-trail safety and alternatives to sales-tax funding for parks

During the May 10, 2024 Planning Commission meeting the committee reviewed Chapter 10 (Parks & Recreation) and recommended pursuing indoor recreation improvements while seeking alternatives to a sales-tax increase for parks funding. Minutes record support for up to two new indoor recreation centers with gymnasiums, meeting spaces and modern indoor pools, and for placing such projects on the Capital Improvement Plan.
Members also emphasized expansion of trail networks and the Shenandoah Valley Rail Trail as a flagship project. The Commission added actions to develop a Rail Trail safety plan, install emergency call boxes in parks and National Forest trailheads, and strengthen coordination among fire, rescue and law enforcement for emergency response within parklands. On funding the committee removed language proposing increased local sales taxes and instead directed staff to pursue grants, partnerships and alternative financing mechanisms.
The minutes show the committee also considered parkland acquisitions, evaluating the Alms House tract for potential trail or park expansion and exploring public-private partnership models to renovate and manage community gathering spaces.
