Planning Commission reframes 'Recommended Actions' as 'Potential Actions' and narrows stakeholder assignments

On April 25, 2024 the Shenandoah County Planning Commission held a special meeting to reconcile edits to early chapters of the comprehensive plan and the action plan’s structure. Commissioners agreed to change the action plan title from "Recommended Actions" to "Potential Actions" to emphasize flexibility and to limit the "Lead Stakeholder" field to a maximum of two governmental entities rather than including non-governmental organizations.

The Commission also revised the "Timeframe End" category to "Timeframe / Priority" and recommended structured ranges such as "2025–2030" in place of single-year deadlines. A guiding principle was adopted to reserve definitive wording like "will" for actions with clear feasibility and certainty, using "should" or "could" where appropriate. The meeting record notes the Commission affirmed firm long-term statements such as "The County will be the destination for Heritage Tourism" while otherwise tightening certainty language.

The April 25 minutes document changes across Chapters 1–3 including digitization of deed records and clarified approaches to historic-preservation language. The Commission recorded that final revisions would be used to shape subsequent workshops and public hearings.
