CAC members urge clearer narrative, fewer actions in comp plan; concerns about scope and new hires

At an April 24, 2024 Citizens Advisory Committee (CAC) meeting summarized in the minutes, members opened by confirming the agenda and approved minutes without objection. County planner Tyler Hinkle reviewed the history of the comprehensive-plan drafting process and then the group broke into small discussion groups to focus on readability, scope and implementation.

CAC members voiced repeated concerns that the plan as drafted contained too many specific actions and proposed hires that lacked explicit justification. One member summarized the view that "priorities are more important than page length," and that a shorter narrative presentation tailored for the public could be paired with a separate, detailed action index for implementers (minutes note: workshop dates were set for April 25, April 26, May 2, May 9 and May 10, 2024). Members recommended any new hires named in the plan be accompanied by clear role descriptions and justifications.

Discussion also raised the county’s limits of authority. Minutes record repeated comments that many items in the draft fall "beyond the scope of county government," and that the Planning Commission should lead land-use issues while the CAC, having done outreach, should help shape language on social or service-related chapters. Tyler presented three options to reduce plan size: move actions to an index, consolidate objectives and strategies, or reformat into a booklet organized by implementing party.

The minutes show the CAC set a path forward to begin workshops with Chapters 1–3 (historic preservation, water, and agriculture/forest/geology) and to use agreed-upon formats in subsequent chapter discussions. The next CAC meeting listed in the minutes was April 25, 2024 at noon.
