Teller County adopts phased fee increases for septic (OWTS) permits, allows hardship waivers

Carrie Ptak of Teller County Environmental Health presented Resolution Series 2026 No. 15 to adopt a new fee schedule for on‑site wastewater treatment systems (OWTS), saying a cost‑of‑service analysis showed current fees did not cover program costs. "The following fee schedule for on‑site wastewater treatment systems is hereby adopted, effective 04/23/2026," Ptak read, and the resolution establishes phased increases through 2028 and a 3% annual increase starting January 1, 2029.
The resolution authorizes the department director or environmental health officer to waive or reduce fees in documented cases of extreme financial hardship and to refund fees for applications withdrawn before field work or significant technical review. Commissioners asked staff to correct minor date and spelling errors in the prepared resolution before signature; the board approved the resolution on a motion and roll call.
