Sussex County Board re-elects White as Chair, raises public comment time to three minutes

At its January 15 meeting the Sussex County Board of Supervisors elected Steve E. White as Chair and Phyllis T. Tolliver as Vice Chair for 2026, confirmed its regular meeting schedule, suspended the August meeting, and amended bylaws to extend citizens' comments from two to three minutes.
The Sussex County Board of Supervisors on Jan. 15 elected Supervisor Steve E. White as Chair for Calendar Year 2026 and Supervisor Phyllis T. Tolliver as Vice Chair.
Administrator Richard Douglas opened nominations; by roll call the board voted unanimously to elect White as Chair and Tolliver as Vice Chair. The board confirmed regular meetings will continue on the third Thursday of each month at 6:00 p.m. in the Sussex Judicial Center General District Courtroom and voted to suspend the August meeting by majority roll call (Supervisor Fly voted nay on the suspension).
The board also adopted updates to its By Laws and Rules and Procedures. Among the changes, the Board extended Citizens' Comments time from two minutes to three minutes and clarified that the Chair — or, in the Chair's absence, the Vice Chair — has the authority to cancel special meetings. The revisions were approved by roll call with no recorded nays.
