Departments (fire, highway, police, board of health, commission on disability) flagged issues the applicant must address: a 20‑foot‑wide access driveway for emergency vehicles or alternate engineered access; provision for direct emergency vehicle access to the primary buildings and domed sensory structure; a concrete 4‑foot wide walkway to aid wheelchair/stretcher access from parking to cottages; ADA parking dimensions and counts (staff noted a recommendation for 14 ADA‑compliant spaces that the layout does not clearly show); a required septic review by the board of health; and a lighting, landscape and emergency evacuation plan. "The water table was relatively high. It was about 2 feet below the surface," Attorney Mac Long said, describing implications for stormwater and building siting.
Staff recommended a continuance to Aug. 25 to allow peer review of revised stormwater plans and additional departmental review. Committee member (speaker 3) moved to continue the public hearing to Aug. 25 at 6:30 p.m.; the motion carried by voice vote. Staff also compiled a detailed list of outstanding plan set requirements and peer review notes to be addressed before the next hearing.
