Grayson County Board adopts 2026 Rules of Procedure covering meetings, public comment and quorum

The Grayson County Board of Supervisors approved its 2026 Rules of Procedure at the organizational meeting, adopting a document that sets the board’s governance framework for the year. The rules define the board’s composition (five members), officer terms (one-year terms for chair and vice chair), the annual meeting process, and the schedule for regular meetings (second Thursday of each month, with Tuesday following the second Thursday used when a holiday or hazardous conditions prevent meeting on the scheduled day).

The rules also set public hearing times at 6:05 p.m., require agenda materials to be submitted by noon on the Wednesday before a regular meeting, direct the clerk to deliver the agenda to members by the preceding Monday when possible, and outline public comment procedures: three minutes per speaker, five minutes for a group representative, registration recommended seven days in advance, and no yielding of time. The rules require that minutes include summaries of presentations or debates when requested and that the clerk retain an electronic recording of proceedings for one year (excluding closed sessions). The board adopted the rules by a unanimous 5-0 vote.
