Short-term rental regulation: commissioners set public process timeline, residents press for transparency

Commissioners used a public comment block and discussion to set a timeline for short-term rental (STR) regulation while repeatedly assuring the public no draft ordinance has been adopted. County staff said briefings and expert presentations should be completed by the end of March or early April, the public process could start in late May, and an ordinance could be in place by midsummer dependent on planning commission and land-use reviews.
Multiple public commenters urged transparency. Jonathan McIntosh asked the county to publish a single, easy-to-find repository for STR materials, including consultant drafts, survey responses and subject-matter-expert presentations. "I requested the board set up a easily navigated and found section of the website so that all the information related to this can be easily found," he told commissioners.
Policy debate in the room touched on definitions and land use: Greg Liverman argued STRs are commercial activity that should follow commercial permitting and inspections, saying, "Short term rentals... I believe, are commercial activity," and urged enforcement to reflect that classification. Commissioners repeated they do not have draft regulations and that consultant materials available on the county website are informational, not final.
Why it matters: STR rules can affect taxation, emergency services demand, neighborhood character and local service businesses. Commissioners said the process will include planning commission review for land-use aspects, and the county will engage stakeholders, including the STR industry, service providers and property owners.
