Chaffee County commissioners voted June 16 to approve an intergovernmental agreement (IGA) with the Upper Arkansas Water Conservancy District to replace and repair the Cottonwood Dam.
Miles, presenting the IGA, said county review identified two primary local concerns: noxious‑weed mitigation and potential damage to County Road 344 from heavy equipment. He described provisions placing responsibility on the district’s contractor to clean equipment to reduce weed spread and to blade the road after project completion. "They will take steps to clean equipment to protect from the spread of noxious weeds," Miles said.
Commissioners discussed the condition of County Road 344 and a nearby weight‑restricted bridge (about 24 tons). Staff explained the plan is to mobilize equipment in a single operation to minimize back‑and‑forth truck traffic; one commissioner characterized the small dam as "a 3‑foot dam" and said the effort would be modest compared with larger dam construction.
With no public comments offered at the hearing, the board proceeded to a motion and approved the IGA.
