Staff reported both plans comply with applicable dimensional and landscaping requirements; the Floor & Decor plan provides the minimum required 208 parking stalls and met tree and bicycle parking requirements. Connor McManus, engineer for the applicant, offered no additional comments and the commission approved the site plan 4–0 with the condition that updated utility drawings show the fire department connection location.
For the Costco addition, the applicant requested a modification to reduce required minimum parking from 644 to 575 stalls, proposing off‑site employee parking on an acquired neighboring motel property as a compensating feature. Staff reviewed historic parking counts and recent on‑site verifications and concluded off‑site employee parking and existing circulation would meet the site’s needs; the commission approved the parking modification and the final site plan 4–0 with conditions to update case history and plan notes.
