The site will be secured with an eight‑foot fence (no barbed wire) and buffered from the roadway with hedges and shrubbery; staff said previous workshop comments prompted additional architectural changes to the roofline. Jeff Wyling, engineer with GHD, and Ron Wingfield (DPW) described the site and noted the parcel has been acquired by the city to support the move.
Staff recommended approval with the condition that a recorded access easement through the adjacent shopping center be granted; commissioners approved the action 4–0.
