General Counsel Perry Tirrell reported that public comments on proposed rules OAC 385:25-1-45 and 385:25-1-46 had been collected and forwarded to Commissioners. Tirrell identified two specific requests from the Cattlemen’s Association: (1) clarified language allowing improvements previously placed on CLO lands to be reviewed through the new approval process and (2) a formal process for lessees to contest appraised improvement values.
Tirrell recommended the Commission direct staff to amend the proposed rules to address those requests (and any other reasonable public comments) and bring the amended rules back for a future vote. Commissioner Blayne Arthur moved to revise the proposed rules and return them to the Commission for approval; Lt. Governor Matt Pinnell seconded the motion and the Commission voted unanimously to carry it.
