During the public-comment portion, resident Greg Liverman urged the commissioners to treat short-term rentals (STRs) as commercial operations that can affect neighborhood character and public safety. He said STRs should be reviewed with the same conditional-use safeguards given to bed-and-breakfasts and home occupations and asked for a clearer definition of when an STR becomes a resort.
"If we have a party of 25 staying in one house, does that also require an event permit because it's over the limit?" Liverman asked, and recommended banning fire pits at STRs because of the severe fire risk. Commissioners acknowledged the concerns, noted 85% of the county is in A1 zoning, and said staff will keep notes and follow up as they develop regulations and definitions.
The exchange was advisory; no ordinance or binding rule was adopted at this meeting. Commissioners said the STR discussion will continue in subsequent hearings where staff and the board will consider zoning, public-safety limits and permitting thresholds.
