Commissioners discussed whether to continue the hearing to allow completion of the landscape and trash details; staff noted code allows trash to be stored inside a building and reviewed administratively. Commissioner Rivera moved to approve the plan "subject to the following conditions, 1 through 10," the motion was seconded, and the chair announced the motion passed with one commissioner recorded as opposed and four recorded in favor.
