Council authorizes $4 million in transfers among utility improvement funds

The clerk treasurer explained, "We're asking to transfer 1000000 dollars from our water operating into our water improvement fund, 1000000 from our waste water operating fund into the waste water improvement fund, and 2,000,000 from our storm water operating fund into our storm water improvement fund."
