Council approves 2026 city fund transfers, moves TIF dollars to consultant line

On July 7 the New Haven City Council approved a mid-year funds-transfer resolution to rebalance several lines in the city budget. The clerk treasurer said the city reached its June 30 midpoint in the fiscal year and proposed moving money to cover legal expenses and to shift $200,000 in a TIF district from other capital outlay to consultant services for ongoing projects.
Explaining the need, the clerk treasurer said, "We've had some different legal expenses that have not heated as much, so I'm just going to transfer some of that money into the general fund for council members. And then also our TIFs 4 69 area, we had in or 200,000 allocated to our other capital outlay, and we were just asking to move that into our consultant line." The council approved Resolution R-26-25 by voice vote; the transcript records adoption but provides no roll-call tally.
