Council amends summer sewer discount to allow staff discretion for unresolved leaks

The amendment gives city staff discretion to prevent application of the summer sewer discount for accounts with known, uncorrected leaks after multiple attempts to notify the customer; customers may still seek prorated relief from the Utility Commission.
Explaining the change, the clerk treasurer said the revision "does give us discretion if a citizen would have a sewer leak, water leak of some sort that they have not corrected, after multiple attempts of us contacting them to please research that, that they would not qualify for that summer sewer discount." The council suspended rules for a second reading and adopted the ordinance by voice vote; the transcript records the ordinance number as G-26-12 but provides no roll-call tally.
