Clermont County approves volunteer policy for dog kennel, rejects lone kennel management bid

The Clermont County Board of Commissioners voted Feb. 12 to approve a Volunteer Policy for the Clermont County Dog Kennel and to implement it immediately, and to reject the single proposal submitted in response to the kennel management request for proposals (RFP).
County Administrator Thomas J. Eigel asked the Board to remove the Volunteer Policy from the table; the Board then approved the policy after discussion. Commissioner David L. Painter said the policy was compiled from other animal shelters in the state and reviewed by legal counsel and praised Deputy Assistant County Administrator Angie Livesay’s qualifications, saying she is "one of the best animal shelter directors, probably anywhere in this state at this particular time, because she can do both." Livesay, who the Board said has procurement and management experience, thanked Painter for his support.
Legal counsel Ryan Spitzer of Isaac Wiles recommended rejecting the lone RFP submittal for kennel management, describing the response as missing key elements of the project description and the proposed fee. Spitzer told the Board that "this bid must be rejected in accordance with Ohio law." The Board voted unanimously to reject the submittal.
The Board also accepted a Resolution to record 2024 unrestricted donations to the Dog and Kennel Fund. Deputy Assistant County Administrator Angie Livesay reported there are currently 30 adoptable dogs at the shelter and confirmed recent hires including a Kennel Supervisor and a Kennel Attendant. The Board provided unanimous approval on the volunteer policy and the rejection of the RFP.
