Resident urges delay of Hidden Springs Drive adoption over ADA, safety and cost concerns

At its Sept. 2 meeting, the Connoquenessing Borough Council heard resident Brendan Linton ask the council not to adopt Hidden Springs Drive until sidewalks and curbs meet Americans with Disabilities Act requirements, saying the current conditions pose pedestrian-safety risks and could impose costs on the borough if adopted before developer remediation.
Council members reviewed a list of unresolved items tied to the developer’s adoption request, including storm and sewer lines, homeowners-association status, escrow funds, green-space parcels and sidewalk and curb work. The Borough Engineer and Solicitor are working with the developer to resolve those issues; no formal adoption vote was taken at the meeting. Linton told the council he was concerned about "sidewalk ADA requirements before adopting Hidden Springs Drive due to pedestrian safety as well as concern for cost that the Borough would incur if adopted prior to developer making appropriate changes to curbs etc.," and asked the council to delay taking the street onto borough maintenance until those items are completed.
Council members did not set a date for adoption; further updates will be provided once the Engineer and Solicitor report back to the council.
