Land Office adopts administrative rules, approves small IT license increase and reviews audit and financial reports

General Counsel Perry Tirrell presented amended administrative rules (OAC 385:25‑1‑45 and 385:25‑1‑46) that, among other changes, allow pre‑existing lessees to opt in to a new improvement transfer procedure and permit lessees to submit improvement appraisals for initial consideration or dispute. The Commission adopted the proposed rules under 64 O.S. §1023(F); staff will transmit them to the Legislature within 10 days.
The Purchasing Manager, Kimberly Noble, requested a $6,500 increase to the CLO’s Softchoice contract to add Microsoft AI tool subscriptions; the Commission approved the request unanimously. Secretary Dan Whitmarsh reported back on audit and finance matters: a January NIST audit (conducted by Go Security Pro) showed a 37% improvement for the IT division, and the Chief Internal Auditor outlined the 2026 audit plan including a property application data integrity review and revisions to the Internal Audit Charter. Whitmarsh also told the Commission that February distributions totaled over $13.1 million (down about $1.5 million from Feb. 2025), and that a March mineral lease auction yielded total high bids exceeding $8 million.
