Assistant Secretary John Fischer presented a consensus appraisal of an approximately 13.8-acre CLO parcel at the I-40 and Kickapoo interchange in Shawnee and recommended authorization to offer the tract for sale by public auction at a minimum bid equal to the appraised fair market value of $1,780,000. Fischer noted the parcel is adjacent to existing retail development and had been proposed by local developers as part of a broader exchange to support retail growth and a potential sports complex.
Commissioners debated whether an auction might generate significantly higher revenue than an exchange, citing prior examples of sale prices above appraisal. Commissioner Blayne Arthur moved to approve the appraised value and auction authorization; the motion passed unanimously.
