Director J. Alva Brockus told the Commission that a three‑party consensus appraisal placed the market value of the 1.82‑acre Elgin parcel at $240,000 and recommended offering the tract for sale by public auction at that minimum. She reminded the Commissioners this was the second step in a three‑step process (appraisal, auction, approval of auction results) and that each step requires unanimous approval to advance.
Commissioner Fields moved to approve the appraised value and authorize offering the Elgin parcel by auction; Commissioner Byrd seconded. The motion passed unanimously.
