The manager told the board that the chair acts as presiding officer and “can call special meetings and declare a state of emergency,” while commissioners are the county’s primary policy makers. The manager said he prepares and submits the recommended annual budget in May and expects the board to adopt the budget no later than June 3.

The orientation package includes a binder with organizational charts, contacts, last year’s budget document and procurement policies. The manager said the binder will be walked through by the assistant county manager. Several commissioners asked whether individual members face repercussions for negotiating contracts or directing department heads outside the board’s collective policy‑making role; the manager said such unilateral actions typically create confusion and may be unethical, but legal repercussions depend on whether the action is unlawful or breaches statutory limits.
