Planning director outlines DOLA capacity grant, housing fee-waiver study and comp-plan updates

Miles, the community-planning lead, briefed the board on transportation and housing work, including potential use of a DOLA local planning capacity award to address fee-waiver policy design for affordable housing.
"Dola wants to give us $45,000 with no match, to help us increase our capacity to address affordable housing," Miles said, explaining that the funds could be used for a nexus or rate-structure study that helps create a tiered fee-waiver policy tied to local Prop 1 23 commitments. He emphasized the goal of matching the grant to projects where the money would be effective: "What I don't want is $45,000 for a $200,000 project."
Planning staff also discussed regional coordination with CDOT and Colorado Parks and Wildlife on wildlife-vehicle collision mitigation, CDOT resurfacing plans for Highway 285 (which will prompt traffic impacts and possible restriping), and the upcoming comp-plan amendments to incorporate a state-required water-supply element and strategic-growth considerations. Miles noted a separate opportunity to submit comments on a Tennessee Pass corridor rail project and to coordinate Common Ground grant cycles.
Commissioners asked for examples from other jurisdictions and for clarity on grant deliverables, timing and whether the DOLA funds would require a letter of support; Miles said staff would circulate example studies and return with a draft letter for the August 4 meeting.
