Niskayuna committee moves to consolidate ebike and e‑scooter ordinance, sets August draft

The Town of Niskayuna Complete Streets Committee discussed a draft ordinance to regulate ebikes and e‑scooters at its July 27, 2026 meeting and asked staff and the ebikes subcommittee to produce a single redlined draft for the August meeting.
Cynthia Holmes, who led the ebikes subcommittee, said the group reviewed two options and used New York State ebike and e‑scooter law and local ordinances from Lake George, Queensbury and the Town of Colonie as sources. "I crafted it looking like a potential draft, very, very preliminary town ordinance," Holmes said, noting bracketed citations in the packet link to source material.
The subcommittee recommended carrying forward exclusions that would limit ebikes and e‑scooters on town‑owned natural trails while allowing use on paved multiuse paths and sidewalks where appropriate. Holmes said the committee intends "to have that in place before we started doing the public education piece." The committee asked Holmes to circulate the consolidated draft to Chair William Chapman and Town Planner Laura Robertson; Holmes said she would turn the draft around "fairly quickly this week" so members can review it before the next meeting.
