Reyna described a history of neglect by out-of-state owners and said environmental contamination, including asbestos, is documented from a prior environmental study. "We are asking for a state appropriation, of approximately 4,000,000," Reyna said, adding the land bank's goal is to acquire the site and turn it into green space.
Reyna said the land bank receives no general-fund appropriation and operates from foreclosure funds; he noted the board member participation and local support including city officials and letters from residents. Commissioners discussed liability concerns and mitigation (insurance, security improvements) and confirmed the planned sale price for acquisition is nominal ($10) per the draft contract. The committee moved and approved the resolution by voice vote, with Reyna thanking commissioners for support.
