Board raises concerns about proposed B&I regulations, confidentiality and oversight

Cassidy Wilson, the Board’s government affairs representative, told the Board that draft regulations from the Nevada Department of Business and Industry (B&I) — circulated to Title 54 boards around Sept. 10, 2025 — would expand B&I oversight in several areas and raised concerns about confidentiality, board governance and reporting requirements. Wilson said the draft arose from a working group that could not reconvene after a cybersecurity incident and that, because of the volume of feedback, a public workshop originally scheduled for Oct. 17 was tentatively postponed to Nov. 25, 2025.
Board members and staff discussed specific worries including language that could allow B&I access to sensitive case materials, provisions on board member term limits and training, and reporting requirements that might duplicate audits submitted to the Legislative Counsel Bureau. Executive Director Frank DiMaggio said he and Ms. Wilson will continue to engage with other boards and lobbyists to seek clarity and potential revisions to ensure the Board retains meaningful input over policies that could affect its operations.
