County approves vacation of a small Winona Beach promenade right-of-way

A petition to vacate a small, narrow right-of-way in Winona Beach was presented to the commissioners who approved the request after staff and the petitioner described the feature as an unimproved remnant of a decades-old promenade.
The petitioner’s representative said the promenade was platted more than 100 years ago and most lots have since been combined or developed so the remaining strip does not provide public access. "That promenade was vacated a couple decades ago... The area in question is unimproved. It's never been improved. It's not used by anyone at this point," he said.
Planning staff and the petitioner argued that vacating the small parcel could help allow more practical development of very shallow lakefront lots; no members of the public spoke in opposition at the meeting. Commissioners closed public comment and voted to approve the vacation.
