Council adopts Village 7B amendments and EIR addendum, authorizes annexation request

The City of Lincoln council voted unanimously to adopt a package of amendments to the Village 7 and Village 5 specific plans, accept an addendum to previously certified EIRs, adopt updated mitigation monitoring plans, and authorize staff to initiate annexation proceedings to LAFCO for portions of the proposed project area not currently inside city limits.
Associate planner Mikaela Noble summarized the changes, which include a new VMHDR (village medium-high density residential) land-use designation allowing 6–18 dwelling units per acre, modest reconfigurations south of Moore Road, and an overall increase in residential capacity in parts of the Village 7 plan area. Rainey Planning's Nick Papani explained the addendum process under CEQA guidelines section 15162 and said the analysis found no new significant impacts beyond those already addressed in the certified Village 7 and Village 5 EIRs. The United Auburn Indian Community requested additional tribal monitoring for certain ground-disturbing activities; staff said the applicant accepted related measures and incorporated them into the addendum.
Developers and staff emphasized additional open-space, trail corridors and mitigation measures for newly listed species in the region; the council adopted the full package 5-0 and instructed staff to include the revised exhibits referenced in the record.
