Council approves Windsor Cove subdivision and Village 5 plan amendment

The City of Lincoln council voted 5-0 to approve entitlements for the Windsor Cove project in Village 5-A, including a Village 5 general development plan amendment and large- and small-lot tentative subdivision maps that together would create 165 residential lots and about 33 acres of open space.

Associate planner Mikaela Noble told the council the project covers roughly 90 acres and consists of 113 village low-density lots and 52 village country estate lots; residential lot sizes range from about 5,200 to 31,500 square feet. She said the Village 5 environmental impact report previously certified by the council analyzed the Windsor Cove project and staff determined no additional CEQA review was required for the entitlements. "The project includes approximately 33 acres of open space and park facilities," Noble said. Council and staff noted the project increases open space acreage compared with the adopted plan because Auburn Ravine and floodplain reduce buildable acreage.

Tony Frasier, representing the applicant, said the team has been working on the project for many years and described frontage improvements, landscaping and payment obligations that will be addressed in the forthcoming development agreement. A nearby resident urged better future connectivity between neighborhoods; staff said the neighboring county land and ravine constrain an immediate road connection and that road obligations will be negotiated in the development agreement. The council approved the package (items 1–4 as revised into the record) by unanimous vote; staff said the development agreement will be brought back to council once negotiations are complete.
