Consultant details how Victor’s assessment pools shape connection fees

At the Victor Town workshop, consultant Mark Terryan walked through the special-district assessment methodology that underlies the proposed connection-fee schedule. He said the district first identifies a target amount to raise (covering debt service and capital projects) and then divides that target into three pools: (1) a water-consumption-based pool that approximates discharge, (2) an acreage-based pool using a points table, and (3) a property-use pool derived from assessor records.
Terryan emphasized commercial properties are charged differently under each pool and typically carry higher shares: "In both of these instances, the commercial properties are calculated, differently," he said. He also noted that the water-consumption pool is estimated because there are no meters on the collection system, making the method an approximation rather than a per-connection measurement.
