He described a key policy point as the district's 'excess capacity,' a capital asset that enables new connections. "The system had has and maintains excess capacity," Terryan said, adding that the one-time connection fee is meant to recognize the value of that capital asset and place new connections on a more equitable footing with long-connected parcels.
Terryan emphasized the proposal is not an annual user-charge but a capital-allocation mechanism; he said updates will be needed periodically to reflect new assessments and development. He concluded by inviting questions; attendees largely praised the clarity of the materials and offered no formal motions or votes during the session.
