Board affirms award for bottle‑filler project after bid protest; two trustees abstain

Trustee comments recorded abstentions from Vice President Sanchez and Trustee Cooper. Pamela Gibbs had argued the bid bond was defective and that the process required careful review; staff said the surety’s confirmation meant the district could rely on the bond and pursue legal remedies if the contractor failed to perform.
The board’s action resolved the immediate procurement question but left open the protest letter record for any subsequent legal challenge.
