Board approves annual CL-500 declaration to preserve hiring flexibility

District staff presented the annual "Declaration of Need for Fully Qualified Educators" (the CL-500 form) that districts submit to the Commission on Teacher Credentialing to request permits such as PIPs and STIPs in case of unforeseeable staffing shortages. "This is the annual item that school districts have to complete and submit to the commission on teaching credentialing, the CL-500 form," the presenting administrator explained.
Trustees asked for specifics about the proposed 20 permits. Staff said the number is a projection and is typically set conservatively so the district can respond to summer departures; at the time of the meeting administration reported only one or two teachers on PIP/STIP status. Trustees moved and the board approved the declaration by voice vote. The district said it will continue hiring efforts to minimize use of emergency permits while keeping statutory flexibility available.
