Ralph said the authority proposed annual payments in the $50,000–$60,000 range for 20 years as a way to recover some of the city’s prior expenditures; councilors said they want guarantees and may pursue payment pledges or a revenue quote bond to secure that income stream.
No formal council action was taken during the update; council members asked staff to continue negotiations and to ensure appropriate guarantees for the city if the transfer proceeds.
