Commission continues Title 15 review, debates restricting recreation areas on undeveloped lots

During its Feb. 27 meeting the Huntsville Town Planning Commission continued review of Title 15 of the town code. Commissioner Steve Songer reported that he still needs to complete his assigned sections of the draft code. TC Liaison Sandy Hunter raised a policy question about whether the town should permit recreation facilities on lots that do not include an occupied single-family home; she said the town prefers that a home be included on a lot before allowing a recreation facility and suggested occupancy could be required to authorize such amenities.
Commissioners debated whether such an occupancy requirement would be allowable or enforceable under the draft Title 15 language but took no formal vote. The Ordinance and site-plan attachments for Sage Lot 14 and other documents filed with the town reiterate basic R‑1 zone parameters (single-family dwelling, setbacks, and minimum lot size), but the commission requested additional review to clarify whether and how recreation uses should be regulated on vacant or flag lots.
