The Huntsville Town Council unanimously approved an updated contractor agreement with Thom Summers & Sons Excavating at its Sept. 5 meeting.
Clerk Shannon Smith explained the new contract replaces an interim document and more clearly defines the contractor’s scope: distribution‑system repairs and preventive maintenance, 24‑hour emergency response, meter set connections, blue‑staking and GPS services, and participation in cross‑connection programming. The agreement establishes a $1,500 monthly retainer and itemized hourly rates for specialized services (blue staking and GPS), with repair work billed on a time‑and‑materials basis.
Mayor Richard L. Sorensen and Water Board Chair Ron Gault said they are satisfied that the contractor knows the system and brings continuity to routine and emergency water work. The council voted 5–0 to adopt the resolution authorizing the mayor to execute the updated Independent Contractor Agreement.
Next steps in the contract include establishing a schedule for preventive maintenance, clarifying emergency contact procedures for the town website and incorporating routine reporting to the water committee.
