Commission pends 423 Washington Street window request, urges repair or wood/alclad options

At its July meeting the commission heard from Gina Gooden (speaker 12), owner of 423 Washington Street, who said she is rehabilitating the house and needs guidance on allowable replacement windows. Gooden said some windows were unrepairable and she was seeking the most economical option; commissioners and staff explained that vinyl windows are not recommended for the historic district and that wood or wood-clad windows—or fiberglass from preapproved lists—are preferred.
Indiana Landmarks representative Blake (speaker 6) recommended that, if windows can be repaired or restored, that option is preferred: "If they can be repaired or restored, that's preferred," he said. Commission members also noted lead times for windows (discussed in the meeting as about 6 to 8 weeks) and moved to pend the COA (2026-036423) for 30 days so the applicant can return with vendor specifications or evidence of repair options.
