The Berrien County Finance Committee on Feb. 5 voted to refer reviewed bids to the respective departments and to authorize the County Administrator to execute contracts and contract modifications up to $10,000.
Commissioner Jon Hinkelman moved the referral and delegation; Commissioner Rayonte Bell supported the motion, which the minutes record as "Motion carried." The action was framed as a way to streamline procurement while preserving committee oversight: departments must notify the Finance Committee and provide justification if they intend to award to a proposer that is not the lowest responsible bidder.
Committee members discussed applying the rule only to responsible bidders who meet specifications and requirements. The delegation applies to subsequent contract modifications valued at $10,000 or less and does not remove the Finance Committee’s authority to require additional review or approval for larger changes.
